Description
For all persons, SURGNOMM reports if the person had a health insurance plan for surgical care (surgeons' bills for operations), other than through Medicare or Medicaid.
Insurance included all types plans, including plans which paid extra cash in the event of hospitalization, but excluding plans which paid only for accidents. Persons were general told by the interviewer that Medicaid was a public program "which provides medical assistance to persons in need."

Universe
- 1976: All persons covered by a health insurance plan (excluding Medicare, Medicaid or plans that pay only for accidents) that pays any part of a hospital bill or doctor's or surgeon's bill.
