Description
For sample children and sample adults with private insurance plans (HIPRIVATEE), HIP1WHO indicates the policyholder of the first private health insurance plan held. Prior to 2019, for all persons with private insurance plans, HIP1WHO indicates in whose name the first health insurance plan is held.

Comparability
This variable is completely comparable between 1997 and 2018. Beginning in 2019, three changes affect comparability with earlier years. First, there were changes in the response categories and the universe: starting in 2019, additional detail about the identity of the health insurance plan policyholder was dropped and HIP1WHO simply indicates whether the person is the policyholder or someone else is the policyholder. Second, the universe also changed in 2019, from all persons with private health insurance to sample children and sample adults with private health insurance. Third, questionnaire design changes introduced in 2019 limit comparability with earlier years. The NHIS questionnaire was substantially redesigned in 2019 to introduce a different data collection structure and new content.
