Description

For sample adults and sample children (and, prior to 2019, all persons) who currently have health insurance coverage through a State-sponsored public health insurance plan other than Medicaid (HISTATEE), STATEPREM reports if the person's State-sponsored health insurance plan has an enrollment fee or premium. Beginning in 2015, respondents were no longer asked about an enrollment fee and were instead asked, "Do you or a family member pay a premium for this state-sponsored health plan?"

New questions were added to the Health Insurance section of the NHIS Family core in 2014 to obtain details about whether plans (both private and public) were obtained through Healthcare.gov or the person's state Health Insurance Marketplace, whether there is an enrollment fee or premium (public plans only), and whether the premium is based on income (expanded to include public plans). Comparability

Other than the change in the wording of the survey text between 2014 and 2015 forward, there are no comparability issues before 2019. Questionnaire changes introduced in 2019 may affect comparability with earlier years.

Universe

  • 2014-2018: All persons with a state-sponsored plan.
  • 2019-2022: Sample adults age 18+ and sample children age 0-17 with a state-sponsored plan.
