Description

For persons without any insurance (a private plan, public assistance, Indian Health insurance, or military health care) in the previous month, but who had insurance in the past three years and tried to find insurance at the time they stopped being covered, HIUNCOST reports whether plan cost ("premiums were too high") prevented them from obtaining coverage. Respondents were handed a card that listed responses including high premiums, pre-existing conditions, health risks, occupation, or could indicate some other reason and respondents could mark all that applied.

From 1993 to 1996, health insurance was defined as any type of health plan, including single service plans, that paid for hospital, doctor or surgeon's bills.

Comparability

Apart from changes in the universe, there are no comparability issues. Changes in survey design (e.g., quarters in which the supplement was collected) may affect raw frequencies, but do not affect comparability of the variable. As always, data users should use the prescribed IHIS weights.

Universe

  • 1993: Persons in quarters 3 or 4 who had coverage within the past three years but were no longer covered by Medicaid, Medicare, other public assistance, Indian Health insurance, CHAMPUS/CHAMP-VA, other military health care, or any private health insurance plan and had tried to find some other type of health insurance plan.
  • 1994-1996: Persons who had coverage within the past three years but were no longer covered by Medicaid, Medicare, other public assistance, Indian Health insurance, CHAMPUS/CHAMP-VA, other military health care, or any private health insurance plan and had tried to find some other type of health insurance plan.
