Description

For all sample persons who indicated that they did not currently have health insurance coverage, but it had been 3 years or less since they last had health care coverage, this variable indicates if the reason they lost coverage was because they never had coverage.

Comparability

In 1998 and 1999, this question was asked to persons without health insurance or for whom it is unknown whether they were without health insurance. From 2000 forward, this question was asked to persons without health insurance coverage or whose only health insurance coverage is a single service plan.
