Description

ERDELAYR reports responses by sample adults to the question, "Did you delay, have trouble, or were unable to get care from a hospital emergency room during the past 12 months?" Acceptable responses were "yes," "no," and "did not need emergency care."

A section of the Field Representative's Manual relating to "sample child health care access and utilization" provided a general definition of what constituted emergency room care.

 

This definition was as follows:

A hospital emergency room is an emergency care facility at a hospital. It is also sometimes referred to as an emergency department. DO NOT include emergency care received at a clinic or HMO. Include emergency room visits which resulted in admission for inpatient care. DO NOT include visits to outpatient clinics, urgent care facilities and the like.

This definition was not routinely shared with respondents or repeated in the Manual in conjunction with the question for ERDELAYR.

Sample adults with an affirmative response (code 2) in ERDELAYR were asked the follow-up question, "What were the reasons you delayed or had trouble getting care from a hospital emergency room?" From a flashcard, respondents selected all reasons that applied, from the following list:

  • Not sure needed emergency room care (ERDUNSURE)

  • Could not take time off from work (ERDWORK)

  • Did not have transportation (ERDTRANS)
  • Ambulance did not arrive quickly enough (ERDAMBLATE)

  • Did not have money for co-payment (ERDCOPAY)

  • Health plan requires pre-authorization (ERDPREAUTH)

  • Concerned that health plan would not pay (ERDHPNOPAY)

  • Sent to another part of the hospital for care (ERDSENT)
