For sample children age 3 and over who have had a speech problem in the past 12 months that lasted one week or longer, CVAGESPCH reports the age at which the child first began to have any speech problems.

According to the Field Representative's Manual, speech disorders are, "any defect or abnormality that prevents an individual from communicating by means of spoken words. Speech disorders may develop from nerve injury to the brain, muscular paralysis, structural defects, hysteria, or intellectual disability, also known as mental retardation."
