Description
ODDEV identifies those sample children whom a doctor or health professional had ever diagnosed as having "other developmental delay." "Other" here is other than intellectual disability (for all sample children) (RETEV), ADD/ADHD (Attention Deficit Disorder/Attention Deficit Hyperactivity Disorder) (for sample children age 2 to 17) (ADDEV), and autism spectrum disorder (AUTISMEV) (for all sample children). Prior to 2014, "Other" only refers to developmental delays other than RETEV and ADDEV.
The Field Representative's Manual includes three different, albeit similar, definitions of "developmental delay." The Manual for 1997 states, "Developmental delay is a significant delay in mental and physical development defined by the state and measured by appropriate diagnostic tests in one of several areas: physical development, cognitive (mental) development, social or emotional development, or adaptive development." The Manual for 1998 and 1999 refers to "a significant delay compared to others the child's age in one of several areas: physical development, cognitive (mental) development, social or emotional development, or speech development." The Manual for 2000 forward reports, "Developmental delay is a significant delay, as defined by the state and measured by appropriate diagnostic tests, in one of several areas: physical development, cognitive (mental) development, social or emotional development, or adaptive development."
Comparability
Questionnaire changes introduced in 2019 may affect comparability over time. The subtle changes in the definition of "developmental delay" in the Field Representative's Manual would not have compromised comparability, because the definition was not routinely shared with respondents. Additionally, changes in the definition of "other" affect comparability. "Other" excluded an autism spectrum disorder diagnosis beginning in 2014, but an autism spectrum disorder diagnosis could have been included as an affirmative response to ODDEV prior to 2014.
