Description

For sample children ages 0-17 (and, prior to 2019, children under age 18) who received Special Education or Early Intervention Services (LASPED), LASPEDEM indicates if the child received these services due to an emotional or behavioral problem.

The Field Representative's Manual for 2001 forward defined Special Education and Early Intervention Services as follows:

Special Education and Early Intervention Services are designed to meet the needs of children with special needs and/or disabilities. Special Education involves special teaching programs, paid for by the public school system that may take place at a regular school, a special school, a private school, at home, or at a hospital. Early intervention services are designed for very young children, and may include, but are not limited to medical and social services, parental counseling, and therapy that may be provided at the child's home, a medical center, a day care center, or other place. Generally these services are provided by the State or school system at no cost to the parent.

The term "emotional or behavioral problem" was respondent-defined. The Field Representative's Manual for 2001 forward informed interviewers that "problem is defined as the respondent's perception of a chronic, perhaps permanent, departure from physical, mental or emotional well being." Short-term disabilities (such as pregnancy or injuries with full recovery expected) were not to count as "problems." These details were not, however, routinely shared with respondents.
